Honored Artist of the Russian Federation, Four-time winner of the First Prize of the Moscow Union of Artists (1973, 1974, 1977, 1981), laureate of the USSR Council of Ministers Prize. Studied at the studio of M.V. Leblanc and at VKHUTEIN with K.N. Istomina, L.A. Bruni, P.V. Kuznetsov, V.A Favorsky (1927–1930). In 1930 he joined the Four Arts Society. Since 1932, participant of art exhibitions. Since 1933, member of the Moscow Union of Artists. Since 1948, he directed the Workshop of Monumental Painting, organized in 1935 by L.A. Bruni. Works by V.B. Elkonin are in the State Tretyakov Gallery, the State Russian Museum, the Moscow Defense Museum, the State Museum and Exhibition Center ROSIZO, the Moscow Museum of Modern Art, art museums of Bryansk, Penza, Perm, Rostov-on-Don, Saratov and Yaroslavl.
