Soviet painter, member of the St. Petersburg Union of Artists. In 1946-1952 he studied at the painting department of LIZHSA. He studied with A.D. Zaitsev, P.I. Ivanovsky. Graduated from the institute in the workshop of B.V. Ioganson. Participated in exhibitions since 1952. The works of V. I. Ievlev are in museums and private collections in Russia and abroad.
