Monumental painter, graphic artist, member of the Union of Artists of the USSR. In 1946 - 1952 he studied at the Moscow Institute of Decorative and Applied Arts in the workshop of Alexander Deineka. Since the 1950s, he has participated in republican and all-Union exhibitions. Miliukov worked in easel painting, created sculpture, mosaics and frescoes. One of the first monumental works of the artist together with A.V. Vasnetsov painted for VDNKh in the State Farms pavilion (1958). The author's works are presented in the Nizhny Tagil Museum of Fine Arts and other regional museums in Russia, as well as in private collections.
