Born in the village of Novoye, Bezhetsk district, Tver province in 1892. He studied intermittently from 1914 to 1921 at the Central School of Technical Drawing of Baron A.L. Stieglitz. In 1921 he entered, and in 1924 he graduated from the Academy of Arts, receiving a certificate of completion. His diploma work was the painting “Red Army Soldier in cafe."The peak of M.V. Noskov's creativity came in the 1920-30s. He took part in exhibitions taking place at many venues in Leningrad - the State Russian Museum, the halls of the Academy of Arts, exhibition halls of various Houses of Culture of Leningrad. While still a student at the Academy of Arts, M.V. Noskov was invited to participate in the "First Russian Art Exhibition" after the October Revolution, which took place in Berlin in 1922. Exhibitors of this exhibition also included N.I. Altman, Yu.P. Annenkov, D.D. Burlyuk, I.E. Grabar, M.V. Dobuzhinsky, A.N. Benois, P.P. Konchalovsky, A.A. Osmerkin, R.R. Falk, P.N. Filonov, M.Z. After the split of the "Circle of Artists" society, M.V. Noskov moved to the "October" society. After the Great Patriotic War, M.V. Noskov (like many other artists who had an active creative position in the 1920-30s) went into “quiet” art. It is known that he painted still lifes and did not take part in exhibitions. The artist died in 1957 in Leningrad.
