Honored Artist of the RSFSR. In 1948-1953 studied at the Leningrad Art and Pedagogical School. In 1959 she graduated from the theater production department of the Institute of Painting, Architecture and Sculpture named after. I.E. Repina. Participant in regional, zonal, and republican art exhibitions since 1959. Member of the Union of Artists since 1967. Works by Novikova L.P. were acquired by the Art Fund of the RSFSR, and are also in many regional museums.
