He studied at the Odessa Art School (until 1918), at the V.N. School of Painting and Drawing. Yakovlev in Moscow (until 1922). In 1918 he participated in the creation of a club of poets, which included E. Bagritsky, Y. Olesha, I. Ilf and other writers. He worked in the “New Art Workshop” under M.V. Dobuzhinsky in Petrograd. In the 1920s–1930s. was an assistant decorator at the Korsh and Aquarium theaters. He was a member of the artistic association "N.O.Zh." He worked a lot in publishing houses, Literaturnaya Gazeta. He was a member of the Academy of Arts in 1930, and during the war he published wall newspapers and posters. He worked as an artist at the Painting Plant of the USSR Art Fund, donated works to the Moscow Association of Artists. Personal exhibitions of E.B. Oksa took place in 1965 in Moscow. The artist’s works are in the State Tretyakov Gallery, in the New Jerusalem Museum, in the Central Museum of the Great Patriotic War of 1941–1945, in private collections in Russia, England and Italy.
