He studied at the Bogolyubov Drawing School in Saratov (1910-1912), then in the studio of P.I. Kelin in Moscow (1914-1915), at the Moscow School of Painting, Sculpture and Architecture with A.E. Arkhipova, N.A. Kasatkina, K.A. Korovina, S.V. Malyutin (1915-1919). Worked in Saratov in 1918-1922. - was a representative of the Fine Arts People's Commissariat of Education and the rector of the Saratov Institute of Arts and Crafts, then moved to Moscow. He was one of the founders of the AHR, was one of the first full members of the Association, and served as chairman. He was a member of the “Trade Union of Painters” (1918), “Society of Artists of the Moscow School” (1923). He was the initiator of the creation in 1930 of the “Federation of the Association of Soviet Artists” (hereinafter referred to as the “Union of Artists”; he was a member of the presidium). Participated in the Agitation Propaganda project in Saratov in 1918-1920. Since 1923 participant of All-Union exhibitions. He was exhibited at the First Traveling Exhibition of Painting and Graphics in Moscow (1929), at the exhibition “Artists of the RSFSR for 15 Years”, as well as at the Venice Biennale in 1930. He painted mainly portraits and genre works. Industrial themes occupied a significant place in Perelman’s work. The artist’s works are stored in the State Tretyakov Gallery, the State Russian Museum, and in many regional museums
