Studied at Moscow State Art Institute named after. V.I. Surikov (1945-1951) under the leadership of V.V. Pochitalova, S.V. Gerasimova, together with V.E. Popkov, V.F. Stozharov, V.I. Ivanov, A.A. Tutunov, I. Shevandronova, N.I. Andronov and others. Traveled around the North, under the impression of travel he created many landscapes of northern nature. In 1985 he worked on murals for the Reception House. In the mid-1970s. headed the Moscow Union of Artists. An outstanding master of the urban landscape, he created many subtle, lyrical views of Moscow. The artist’s personal exhibition took place in 1989 in Moscow. Works by I.A. Popov's works are in the State Tretyakov Gallery, the State Russian Museum, the Kiev Museum of Russian Art, large regional museums, and private collections in Russia and abroad.
