Painter. Member of the St. Petersburg branch of the Union of Artists of Russia. In 1984. became interested in collecting - his collection includes about three hundred works by Russian painters of the second half of the 20th century, primarily landscape painters of the older generation. He has been actively engaged in painting since 2002. The first personal exhibition took place in 2007 at the I. Brodsky Apartment Museum (St. Petersburg). He also repeatedly participated in exhibitions of the Union of Artists and others. Awarded the Shuvalov medal of the Russian Academy of Arts. Works by Vladimir Rogozin are in a number of private collections in Moscow, St. Petersburg and abroad, as well as in the branch of the State Hermitage in Vyborg.
