He studied with F. Bogorodsky and G. Shegal. People's Artist of the Russian Federation (2000). Painter, theater artist, book illustrator. Graduated from the Moscow Polygraphic Institute. He continued his education at the art department of the All-Union Institute of Cinematography. He designed performances at the Sovremennik Theater. Author of many popular cartoons of the Soviet period. M. Skobelev’s works are kept in museums in Russia, as well as in private collections in the USA, Israel, and France.
