Winner of the Stalin Prize (1951). He studied at the Yaroslavl Art College (1931 - 1935). Graduated from the Moscow Art Institute. V.I. Surikov (1942). During the war he lived in evacuation in Samarkand, where he created a number of ethnographic works. After the war he worked in Moscow. Personal exhibitions (1946, 1947, 1950) in Moscow. As part of B. Ioganson’s brigade, he participated in the creation of the painting “Lenin’s Speech at the Third Komsomol Congress” (1950, Tretyakov Gallery). In the 1960s, together with his wife, artist Nora Levinson, he traveled extensively around the country. Together they created a series of remarkable impressionistic Baltic works, mainly beach scenes and seascapes. D. Tegin's works are kept in many art museums in the country, including the State Tretyakov Gallery, and in private collections in Russia and abroad.
