Studied at the Sverdlovsk walking school 1935-1939. Worked in Yoshkar-Ola. Honored Artist of the Mari Autonomous Republic. Regular participant of city, zonal, regional and regional exhibitions. A master of genre painting, he painted portraits, landscapes and still lifes. Works by P.A. Tugamirova are in the State Russian Museum, in the Republican Museum of the Republic of Mari El (Yoshkar-Ola), in many regional museums, in private collections in Russia and abroad.
