Belarusian artist, People's Artist of Belarus (1955). Author of the drawing of the coat of arms of the BSSR (1926 and 1938). He took part in art exhibitions since 1903. He worked in the genres of thematic paintings, portraits, landscapes, and still lifes. Valentin Volkov came from a family of Russian artists, Oryol province. In 1907 he graduated from the Penza Art School, after which he was enrolled in the St. Petersburg Academy of Arts. Participant of all-Union exhibitions. The author's works are in many regional museums and private collections.
