In 1949 he graduated from the LIZHSA named after I.E. Repin at I.Ya. Bilibin and K.I. Rudakov (1936-1941), then in the workshop of V. Oreshnikov (1946-1949). Participant of exhibitions since 1949. Member of the Leningrad Union of Agriculture since 1949. Author of still lifes, portraits, landscapes, genre compositions. He was engaged in monumental painting. Vovkushevsky's personal exhibition was held in St. Petersburg in 1995. He taught at the School named after V. Mukhina (1949 - 1959). The artist’s works are in museums of St. Petersburg (State Russian Museum, Museum of City History, Museum of the Academy of Arts), in the State Museum of Oriental Art (Moscow), in the M. Frunze Museum (Bishkek), in private collections in Russia and abroad.
