In 1966 he graduated from the Penza Art School named after K.A. Savitsky, and in 1974 with honors from the Leningrad Academy of Arts. From 1976 to 1979 he worked in the creative workshop of the Academy of Arts under the guidance of People's Artist, Academician V.M. Oreshnikova. In 1979 he was invited to the studio of marine painters of the Navy. V.P. Yarkin painted more than 50 paintings on historical and modern themes of the fleet, many of which are in the collections and exhibitions of Russian and foreign museums.
